Parkway Village Preschool (PVP) was founded in February 2025 by Parents And Children Together (PACT) in partnership with Kamehameha Schools, as the first pre-k only public charter school in the State of Hawaii. These first public pre-k classrooms in the Kapolei area contribute to the historic Ready Keiki statewide initiative to provide preschool access for all of Hawaii’s 3- and 4-year-olds. The growing community of Kapolei and the new affordable housing development by Kobayashi Group, Parkway Village, provided the perfect setting for this groundbreaking early education endeavor.
Founded in 1968, PACT is a statewide community-based organization providing a wide array of innovative and educational social services to families in need. PACT assists more than 15,000 people across the state annually with early education programs, domestic violence prevention and intervention programs, child abuse prevention and intervention programs, childhood sexual abuse supportive group services, child and adolescent behavioral health programs, sex trafficking intervention, poverty prevention and community building programs. PACT has been at the forefront of early learning excellence in Hawaii for many years through its signature Head Start and Early Head Start program.
With Parkway Village Preschool, PACT brings its decades of experience providing high-quality kindergarten readiness education and supportive family services to a unique setting where children can learn in a nurturing environment. PACT is committed to supporting Parkway Village Preschool for many years to come.
In Hawai'i, charter schools are public schools, funded on a "per-pupil" allocation separate from the Department of Education. They are state-legislated, legally independent, innovative, outcome-based public school operating under contract with the State Public Charter School Commission (SPCSC).
